Special School District of St. Louis County

Special School District of St. Louis County (SSD) was formed in December 1957 after St. Louis County voters overwhelmingly approved a referendum establishing a countywide local school district to support the educational needs of children with disabilities.

At the same time, voters indicated the value they placed on educating children with disabilities by including in the referendum a countywide tax levy to fund the District. This investment by the community provides a separate dedicated funding source to support SSD’s programs and services. SSD’s unique status as a countywide public school district with its own tax base provides stability as well as equal access to a quality education for students across the county.

1957 SSD and its tax levy is established by voter referendum

 1958 The District begins educating students

SSD opens its first special education school—Ackerman School in Florissant

SSD begins providing technical education to students

SSD expands services to students with more profound disabilities

The federal Education for All Handicapped Children Act is passed (evolved into the Individuals with Disabilities Education Act - IDEA)

SSD begins educating preschool-aged children with disabilities

The first work experience training site opens at St. John’s Hospital (now Mercy Hospital).

The federal Carl D. Perkins Vocational and Technical Education Act is passed

The District begins its Special Olympics program.

The Governing Council for Special School District is established

Governing Council’s role expands to include electing the SSD Board of Education

The Applied Behavior Analysis (ABA) program begins

SSD and stakeholders develop a comprehensive Partnership Plan

The District begins its Baldrige program journey

SSD wins a Missouri Quality Award

North Technical High School becomes a Missouri A+ school

Educational Partnership Agreement is developed with each partner district
